Claude-Carloman de Rulhière, a French historian and poet, was also secretary to the French Embassy in St. Petersburg. He witnessed the Russian revolution, which seated Catherine II on the throne. Catherine made repeated attempts to secure the destruction of the manuscript, but was unsuccessful. As a result, Rulhiere’s work remained unpublished until after the Empress’s death.
